L\u2019\u00e9quipe du projet recherche ANR GreenSeas<\/a> a le plaisir de vous inviter \u00e0 la troisi\u00e8me session des Rendez-vous GreenSeas<\/em><\/u><\/strong>.<\/p>\n\n\n\n

Cette s\u00e9rie de webinaires est l\u2019occasion d\u2019inviter des sp\u00e9cialistes \u00e0 venir pr\u00e9senter leurs travaux en lien avec des th\u00e9matiques de recherche centrales pour les \u00e9quipes du projet.<\/p>\n\n\n\n

Pour ce troisi\u00e8me webinaire, qui se d\u00e9roulera en ligne le jeudi 22 janvier 12h00 \u00e0 14h00<\/u><\/strong>, et en anglais nous nous int\u00e9resserons aux politiques de la gestion des nitrates aux Pays-Bas, en miroir \u00e0 la trajectoire bretonne.<\/p>\n\n\n\n

Invit\u00e9 : Erik Mostert<\/strong> (Delft University of Technology,  Faculty Civil Engineering and Geosciences)<\/p>\n\n\n\n

Dr Mostert studied law and public administration at Leiden University. He is currently lecturer at the Delft University of Technology, Faculty Civil Engineering and Geosciences; coordinator of the Water Management track; and vice-chairman of the Board of Examiners Civil Engineering. He is also involved in the new Master programme Environmental Engineering. His expertise includes water law and ethics, social learning and collaboration processes.<\/p>\n\n\n\n

Le Dr Mostert a \u00e9tudi\u00e9 le droit et l’administration publique \u00e0 l’universit\u00e9 de Leyde. Il est actuellement ma\u00eetre de conf\u00e9rences \u00e0 l’universit\u00e9 technologique de Delft, \u00e0 la facult\u00e9 de g\u00e9nie civil et de g\u00e9osciences, coordinateur du programme de gestion de l’eau et vice-pr\u00e9sident du jury d’examen en g\u00e9nie civil. Il participe \u00e9galement au nouveau programme de master en g\u00e9nie environnemental. Son expertise couvre le droit et l’\u00e9thique de l’eau, l’apprentissage social et les processus de collaboration.<\/p>\n<\/div><\/div>\n<\/div>\n<\/div>\n\n\n\n

Abstract:<\/strong><\/em><\/p>\n\n\n\n

The Netherlands are a small country with intensive agriculture and a well-organised agricultural sector. Agriculture is a major source of eutrophication, a widespread problem in the Netherlands, and a major contributor to the bad state of many Natura 2000 areas. Currently, it does not implement the EU Water framework directive and the Birds and Habitat directive correctly. Hence, there is a risk it will have to pay heavy EU fines.<\/p>\n\n\n\n

Avoiding fines is made difficult by the rise of populism in the Netherlands, which I define as an approach that prioritises increasing political support over solving problems and which, in the Netherlands, includes polarisation, anti-European sentiments, and the rise and fall of new political parties, such as the \u201cFarmer-Citizen Movement\u201d party.  Resolving the issues will most likely require action on two fronts: the development of viable business opportunities for sustainable farming, and more cooperation between the national political parties nationally.<\/p>\n\n\n\n

R\u00e9sum\u00e9:<\/em><\/strong><\/p>\n\n\n\n

Les Pays-Bas sont un petit pays avec une agriculture intensive et un secteur agricole bien organis\u00e9. L’agriculture est une source majeure d’eutrophisation, un probl\u00e8me tr\u00e8s r\u00e9pandu aux Pays-Bas, et contribue fortement \u00e0 la mauvaise sant\u00e9 de nombreuses zones Natura 2000. Actuellement, le pays n’applique pas correctement la directive-cadre europ\u00e9enne sur l’eau et les directives \u00ab Oiseaux \u00bb et \u00ab Habitats \u00bb. Il risque donc de se voir infliger de lourdes amendes par l’UE.<\/p>\n\n\n\n

Il est difficile d’\u00e9viter ces amendes en raison de la mont\u00e9e du populisme aux Pays-Bas, que je d\u00e9finis comme une approche qui privil\u00e9gie l’augmentation du soutien politique plut\u00f4t que la r\u00e9solution des probl\u00e8mes et qui, aux Pays-Bas, se caract\u00e9rise par la polarisation, les sentiments anti-europ\u00e9ens et la mont\u00e9e et la chute de nouveaux partis politiques, tels que le parti \u00ab Mouvement des agriculteurs-citoyens \u00bb. La r\u00e9solution de ces probl\u00e8mes n\u00e9cessitera tr\u00e8s probablement une action sur deux fronts : le d\u00e9veloppement d’opportunit\u00e9s commerciales viables pour une agriculture durable et une coop\u00e9ration accrue entre les partis politiques nationaux.<\/p>\n\n\n\n
